I'm running version 1.4.27- (74), and for some reason when I try to make any payments using my wallet, it says "Trustless swaps are disabled. Please upgrade," but when I try to upgrade, the package parsing quits on me. Not only this, but if I uninstall and re-install Phoenix, it is still THAT version.

That's because you're using an old wallet with legacy channels. These channels need to be migrated before you can use v2 (note that this migration is disabled when fees are high). If you still want to make on-chain payments with a legacy wallet, use a third party service like fixedfloat or boltz.
