Websocket causes rows to appear which should be filtered out if added by a different user #13587

Describe the bug
When using the multi-dev collaboration, occasionally you will see records that shouldn't be visible to the user whenever two users add records whilst the other is viewing on the screen.

To Reproduce
Steps to reproduce the behavior:

  1. Setup a simple filter
  2. Have two instances of Budibase open with two different users
  3. Add a record on one screen that the second user shouldn't see
  4. Check to see if the user can see it on the other screen
  5. See error

Expected behavior
No record should appear for the other user unless they meet the filtering requirements.
