I cant run virtual cam in OBS and Livecam at the same time

I can get the window to show up in OBS (forwarding the stream to virtual cam), but when I try to start the virtual cam, it give me an an error. This is even with sharing screens in OBS. I don't know what I am doing wrong. I get this error when I try to run the camera after virtual cam is running.

RuntimeError: 'obs' backend: virtual camera output could not be started
'unitycapture' backend: No camera registered. Did you install any camera?

When I do it the opposite way it says virtual camera failed to start.

I get that the frame rate is bad on the livecam so I am forwarding it to OBS and it works, I just cant use it in anything that requires virtual cam

When the virtual camera is aquired by roop unleashed it is locked to this app and every frame will get rendered to it. It can't be used by anything else for rendering! I'm no expert on this but I would think you would need to create another virtual camera in OBS to allow other apps to use that one. Why do you need several active virtual cameras anyway? If it's about using the virtual cam in other apps, you just select it in the settings like an ordinary webcam (OBS Virtual Cam).

I may be able to help here, my process:
Install OBS and Splitcam, splitcam will allow you to disable windows media foundation (or something) allowing multiple apps to use cam.
Stream virtual cam from roop (may be cam ID 1 instead of 0) to OBS (don't even need OBS running)
Select this input in Splitcam (OBS Virtual camera) and output to new VC from Splitcam.

In my case I was trying to use a virtual cam in a virtual machine (long story) and doing this setup and connecting with RDP was the only way.
