Telemetry for Actions taken by the Agent

Is your feature request related to a problem? Please describe.
It would be extremely helpful for downstream finetuning of local models to be able to understand what actions they are realistically taking and be able to train them on that data easily. I call this action tuning.

Describe the solution you'd like
Some integration with the repo that allows for easy saving and/or manipulation of the prompt, responses serverside.

Describe alternatives you've considered
I'm not sure what the currently available alternatives are, but I'm fairly certain with enough digging I could figure out some hacked together way to get those things, but realistically I think this makes sense as a high-level export, most likely in copilot/backend.

Additional context
Maybe specific user data for further personalization on the types of actions some users take more regularly.
