Server integration tests fail on `master` because of missing CWL file #4934

In #4892, the URL used for the CWL workflow to test the server was changed: https://github.com/DataBiosphere/toil/pull/4892/files#diff-2537cc1e1417ce81b7ee1d75ba0e87dd24f80e6cfd1ea143c1f39d98ba06d8fbL578-R578

But the server test being modified was not run.

When it ran on schedule, it failed because that file is not actually available in the linked release branch: https://ucsc-ci.com/databiosphere/toil/-/jobs/67644#L1245

We have to fix the server integration tests to pass again, and add logic to CI to run the server integration tests in PRs that modify them.
