Expense Reports appear to show everyones expenses even if not a subordinate.

Bug

As title says, I have a user setup as only able to create and read expenses for them and their subordinates but they can see everyones expenses.

19.0.1

Environment PHP

8.1.7-1ubuntu3

Environment Database

MariaDB 10.6.12-MariaDB-0ubuntu0.22.10.1

Steps to reproduce the behavior and expected behavior

HRM>Expense reports > List
User permissions are

yet list shows every Expense created.
