Add the ability to set a priority to a request

Description

I have some users and a limited amount of space; I'm willing to add requests to my server, but I don't really know which ones to pick first unless I ask directly to my users. It seems to me like it defeats the purpose.

Desired Behavior

As an user, I would like to set a priority (eg. high, medium, low) to my request so the admin can see which movie/show I want to see first.

As an admin, I would like to see which items are requested with a high priority so I can download them first.
