Description

Creating a Node-RED instance can be made more approachable. For this story the overview of an application should just have one "Add instance" and "Add device" in those sections.

Just to double check here, are you saying a single "Add Device" and "Add Instance" button when there are no instances/devices? Or show that button, even when we do have instances already?

Show that button always, even when there's zero of them

Adding two more buttons for every Application row, to an already existing, busy page is something I'm a little hesitant about.
