Bazel allows for configurable compilation, e.g. via the select({ ... }) function, which allows us to specify different build flags based on CLI args. This is one way to configure release builds, but it also has a compilation_mode argument which is specifically for debug and optimized builds and cpu argument which specifies the CPU arch for compilation.

It seems like using --compilation-mode and --cpu we should be able to build the most optimized binary possible, but we should confirm this all works. Specifically I'm not sure how well these are supported in rules_rust
