[Bug]: Onboarding - Adding a custom network while onboarding cause to skip last onboarding steps

Describe the bug

Whenever I am onboading for the first time, if I add a custom network, then I see how the last steps of onboarding are skipped and I land into the Home page.

Expected behavior

We should display the missing screens

1. Start onboarding
2. Add a wallet
3. Click Settings
4. Add a network
5. Proceed
6. See how you land directly into the Home page, instead of going through the Your MeaMask insall is complete! flow
