Add mechanism to upload exported color scheme to the community color schemes

The available color schemes, even from community on the website, are very sparse. A mechanism for uploading them would ameliorate this, and it would allow for the work done converting themes from other sources, like terminals, desktop environments, and text editors, to be more available to the community. This is especially useful given the lack of an import from file mechanism on firefox.
