新添加的管理员不能自动获得无限量使用权，也无法通过在管理后台——会员列表——调整额度中设置为“-1”来授予无限量使用权。
似乎在管理后台中，设置为“-1”并未被特殊处理为“无限量”，而是会被强行改成一个定值。

另外，建议直接添加一个授予某用户无限量使用权的选项，这样就无需考虑是否是管理员。
