I tried to set ZOffset 512 or 1024 for upper rotor but it doesn't fix the issue. Once I set the crazy value, it looked OK. The thing is, I dunno why ZOffset is actually correct in game, but wrong in the editor. I've never encountered such problem.
There's a tiny issue with Mine building in the editor. Northern mining tower has Z-Order issue with the tower's base and the rotating part.
