Survey form editor UI improvements

Feature request

While going through the survey UI with Juraj today, we found the following UI elements that we think we could change (they're either new features, or UI bugs). AFAICT, they're all pretty low-lift fixes, so combining them all into one ticket since they can probably all be fixed in one fell swoop.

1. The "Survey Wait period" option should have a tooltip that explains that it only works in one browser for non-anonymous users, since that quirk isn't obvious from this section

2. For the last section, we shouldn't mention "unless targeting options are set" if the user explicitly doesn't set any.

3. The link button text persists when it shouldn't
   

4. HTML tags shouldn't appear in the description when you're in the "text" section
   

5. Misaligned CSS here
