Unable to select download directory, reports saying SAF needs to be installed

SAF is a core requirement of file operations in newer Android versions. Harmony OS must have removed it. See if the steps here work for you #8021 (comment).

Otherwise there's nothing that can be done.

Installing any app as a system app is a challenging task. If you're able to do it successfully, it should work for you as it did for other users.
