Preview state block with Request Confirmation Enabled in Query Manager

Description:
This issue occurs in the Query Manager when "Request confirmation" is enabled. When a query enters the preview state, it becomes virtually impossible to add or run other queries.

Current behavior:
With "Request confirmation" turned on, if a query goes into preview mode, adding and running other queries becomes significantly disabled.

Expected behavior:
Enabling "Request confirmation" should not restrict adding or running other queries independent of the preview state. Users should be able to manage multiple queries simultaneously regardless of the confirmation requirement for individual queries.
