New installations getting stuck on migrate #3717

Steps to reproduce

Have tried both installing on 18.04 and 20.04 on docker, same result. After running ralphctl migrate, installation gets stuck and exists on

Operations to perform:
Synchronize unmigrated apps: import_export, staticfiles, permissions, notifications, table, rest_framework, humanize, hooks, ralph_admin, messages, taggit_serializer, django_rq, dc_view, djmoney, mptt, foundation
Apply all migrations: licences, back_office, trade_marks, accounts, external_services, supports, configuration_management, sessions, transitions, operations, admin, dhcp, reports, access_cards, data_importer, reversion, deployment, attachments, networks, virtual, custom_fields, dashboards, security, sitetree, domains, assets, accessories, sim_cards, authtoken, data_center, ssl_certificates, taggit, contenttypes, auth
Synchronizing apps without migrations:
Creating tables...
Running deferred SQL...
Installing custom SQL...
Running migrations:
Rendering model states.../var/local/ralph/init-ralph.sh: line 27: 27 Killed ralph migrate --noinput

Using the latest git repo as of today: 20220301.1

  • Operating system: both 18.04 natively DEB, and docker on 20.04

Be sure, you have 2 and more GB of free ram. This is need for first migration
