Add a optional boolean parameter for correcting formatted time with default value true (for compatibility).
Some web-applications require time in %Y-%m-%dT%H:%M:%SZ format (result example: 2001-08-23T14:55:02Z).
SourceMod edits time before formatting with considering current Timezone and console variable sm_time_adjustment. This is good, but sometimes it is not necessary.
