When can I expect a release of the next version covering latest main - e.g. #38650

This one will include into Airflow 2.10 release. You could check current release policy, approximate it released in the next 2-4 months

Or is there a development release of the docker image with a special tag available already?

You could build it locally, see development doc: https://github.com/apache/airflow/blob/main/dev/breeze/doc/06_managing_docker_images.rst#prod-image-tasks

Or you pick up from one of success build from the main CIs Build PROD…
