[C++][Gandiva] Test failures in Gandiva DateTimeTestProjector test (gandiva-projector-test) #41605

Describe the bug, including details regarding any error messages, version, and platform.

While verifying 16.1.0 RC1, I ran into this test failure. I was also able to get the test to fail on a recent commit from main (f6127a6).

An example failure is:

It looks kind of like a time zone issue. I'm on macOS 14.4.1 + Homebrew. My CMake configure command is:

It seems that it's related to summer time.

That makes sense. I think this type of issue has come up before but I'm not finding anything. It doesn't seem like any of these tests are specifically to test summer time so I think it would be good to make a more stable test.

It looks like at least two of these tests could be fixed by using a time zone not impacted by summer time, though there are a couple other failures that I'm not sure what the fix is. I've fixed two of them so far and am looking at the rest now.
