[Docs] Documentation does not scroll to permalinked definition

This link just opens the csv.ParseOptions documentation, but I would expect it scrolls me down to the delimiter parameter considering that I have linked to it in the URL.

One thing to note is that if I am already on this documentation and manually change the URL to link to a parameter it scrolls me down to it as expected, but if I am opening the website with an existing link it doesn't do anything.
