Allow finer global configuration of HTTP Client settings between Apiman Gateway and API Backend.

This should be from the JSON configuration file.

For example:

• To increase pool sizes (useful when you have a very small number of backends).
• To increase or decrease various timeouts.

Available now in Apiman 3.x LTS, will roll into upstream when Apiman 4.x available.
