When the performanceOptimizationModeEnabled is turned on, it impacts on 3 views

Admin -> Deployments
Admin -> Users
Workspace -> Deployments

On the admin deployments and workspace deployments, when this flag is turned on, you won't have an overview of all the deployments tags.

On admin users view, this skips an overview of the number of workspaces a user belongs to

performanceOptimizationModeEnabled is false here - it is NOT enabled
