Description

New tab page is not opened at beginning [Multi-window]

Impacts Phone & Tablet

Note: This is only an issue with multiple windows open. Its only observed in one of the windows.

Steps to reproduce

Install 1.65.x
Open a new window
Switch to that window
Open new tab in that window and enable Brave News
Scroll to an article and open new tab using + in tab bar
Observe page position
Repeat a few times

Expected result

NTP should open from very top
