Timepicker: Can't change hour format to 12 hours in mobile screen

Buefy version: 9.2.3
Vuejs version: 2.0
OS/Browser: Google Chrome Version 117.0.5938.88

Description

On mobile screen timepicker component hour dropdown always list 24 hours even if hour-format = 12

@aswanthp13 Could you provide any reproducing code? The behavior might depend on which locale you are using.
