Refine Logging

As mentioned in chaos-mesh/rfcs#28, we're going to migrate loggers to logr.

TODO List:

• Upgrade controller-runtime to 0.11.0 (relates upgrading logr dependency from 0.4 to 1.2) bump container-runtime to 0.11.0, kubernetes related dependencies to 0.23.1 #2778
• bump version of Kubernetes relates dependencies to 1.23.0
• bump go to 1.17 #2754 use go 1.17+ due to sigs.k8s.io/json use new API IsExported() reflect: add StructField.IsExported and Method.IsExported golang/go#41563
• bump klog to v2
• refine fx dependency injection, inject the root logger use unified root logger for fx dependency-injection in chaos-controller-manager #2808
• change loglevel at runtime
