Add: Independent Expenditures page

The proposed design for the Independent Expenditures page can be found in the menu link page in Figma. The page will include a video with a brief explanation on independent expenditures, as well as overview of the activities of the different Super PACs. Make sure to keep the colors of the candidates consistent with the district they belong to.

• Add independent expenditures page to menu;
• Add independent expenditures page to the overview of the website's functionality on the homepage.
• Add a link to the independent expenditures page in the corresponding section of the pages of single candidates;
• In the "Committees spending money on this candidate" section of the pages for the single candidates, link the name of the single committees to the corresponding independent expenditures page;
• Color the header of the independent expenditures page red.
