Why not locally hardcode the function requests

I've read a lot of complaints that local llms are not smart enough to reliably create the proper function calls for memgpt. Why not hardcode the function calls and data formatting and only rely on the llms to pass plain English along with a single added word that indicates which function to pass the English to for local formatting and further function calling?
