Issue with devtctl applyCI, while applying preCi steps from devtctl it remove configuration from build stage ie Custom Tags

  1. Create yaml for patchCI
  2. Apply the Ci for application using devtctl

It should not remove the build stage configuration.

It is removing the build stage configuration
