PluginHost error logging grabs focus

Bug Description:

When the plugin host logs an error like this
2024-04-23T10:49:00.665Z root ERROR [hosted-plugin: 916877] Debugger attached.
Theia grabs the focus of the desktop.
So even when Theia is minimized it is brought to the front.

Steps to Reproduce:

1. Create simple Theia application
2. Add any plugin to this application
3. start theia application from Debugger
4. minimize theia immediately after start
5. open theia frontend
6. see that theia is brought to the front and grabs focus
