Description

Currently there are naming rules all throughout the application. We need a package to centralize the naming rules and use them across the various packages.

As an example:
metadata.go: resourceNamedSafely()

Current Behavior

No response

Desired Behavior

Single source of truth for naming rules.

Benefits

Less inconsistent code.

Possible Implementation
