Revisit agents background tasks concept

We should consider removing the internally stored set of background tasks. This set was maintained for future reference and in case we need to manage the current background tasks but there is currently no need for that.
In light of keeping the framework as lean and efficient as possible we can remove those references and reintroduce them if necessary.
