Create bottom fixed location for Page

Is this feature related to a problem? Please describe.

Pages should have dynamic CTAs like other parts of the site but they do not.

Describe the solution you’d like

Allow billboards to optionally belong to a Page. Starting with the "bottom fixed" location. Eventually, perhaps through liquid, billboards could be embedded into the page itself, but for now the bottom fixed location makes sense as high-impact and not part of the "structure".
