Is this feature related to a problem? Please describe.

As we are doing more custom content, such as Challenges, with special contexts to provide to users, we could use some dedicated billboards.

We could also use some additional spots which run in certain contexts, such as when there are many comments.

Describe the solution you’d like

Two new billboard locations: One that runs under the post, before comments, and one that runs mid-comments, only if there is a minimum of 6 billboards above it.

Definition of Done

  • Add locations to page and adopt all article-fetch billboard rules
  • Add admin functionality necessary
