Decommission org-noter-pdftools?

org-noter is now using pdftools by itself, and org-noter-pdftools is more or less integrated into it org-noter/org-noter@09fe1df

Consider decommissioning org-noter-pdftools.

I only use org-mode+pdf-tool and not org-noter, so I expect that in org-pdftools, it's not necessary to (require 'org-noter). However, now when I use org-pdftools-open-pdftools, it always prompts me that org-noter is missing.

Or, rather than removing org-noter-pdftools, should the functionality of org-noter be isolated?
