Is there a way to store config in external file but same level of package.json

I have a business requirement (local IT 'demand') that configuration files need to be in their own file but at same level as package.json in the project structure. In your readme, it only mentions putting the configuration inside package.json. Is an .ghooksrc type of setup possible? Did I miss its mention?
