It makes more sense to have a form type "lead form" as a template, rather than a tool.

users report issues of agent asking for user contact when lead is disabled but form present.

Features:

Mark field as optional. (so user can choose not to fill them)
Ability to specify when the agent should start collection user informations (eg, at the start, middle or end of conversation)
Add a consent phase to the form. (ask user 'do u want to share your informations' if yes fill form, if no, discard for tool)
