Steps to reproduce the behavior:
服务端配置两个版本的服务1.0.0和2.0.0
配置下发：
key: cse.darklaunch.policy.ServiceB
value: {"policyType":"RATE","ruleItems":[{"groupName":"self_rule_412016","groupCondition":"version=1.0.0","policyCondition":"100","versions":["1.0.0"]}],"empty":false}
请求没有走到1.0.0版本的服务
