Fedora rpm gitea 1.21.11-1 doesn't have all the necessary data for the browser UI #30859

Description

With a plain Fedora 39 gitea-1.21.11-1.x86_64 rpm installed via Fedora, the portal appears operational but the images are not loader properly and there are missing "assets" I think.
Anyways, the rendering on a browser looks wrong, but the functionality seems operational.

I replaced the rpm provided binary with a binary download from gitea directly.

  1. fedora rpm gitea binary : size 96316392
    ELF 64-bit LSB executable, x86-64, version 1 (SYSV), dynamically linked, interpreter /lib64/ld-linux-x86-64.so.2, BuildID[sha1]=e7fcfbd784543ae9ff0ec0635be00eb559532c9f, for GNU/Linux 3.2.0, stripped

  2. binary download from gitea: size 138332624
    ELF 64-bit LSB executable, x86-64, version 1 (GNU/Linux), statically linked, BuildID[sha1]=dee7be55c7e431cf47719d92e0c60ce5ae0a2231, for GNU/Linux 3.2.0, with debug_info, not stripped

I have changed nothing but that binary file, and it now works.

I have noticed this in previous versions of Fedora too, and previous versions of gitea.
