Expected Behavior

I can do ./gradlew build --scan --yes-i-accept-the-gradle-enterprise-licenses or ./gradlew --scan --accepted-terms="https://gradle.com/terms-of-service"

Current Behavior (optional)

I have to apply developcity plugin to accept the licenses in the settings.gradle, even though I don't use any of the other developcity features or configuration options.

Context

Reopening #7534 as instructed by Github after that issue has been closed as stale without resolution.
