[Feature] Allow Ratio Metrics to be formatted as a %

Description of Feature

Currently we have custom logic that tries to make sure we get the units right for displaying ratio metrics. However, many users want to display ratio metrics as %ages, and we should allow them to do so (especially if the units for the numerator and denominator are the same type.
