Discussed once in a previous issue, but now there is support in the CLDR alpha: https://github.com/unicode-org/cldr/blob/main/common/validity/region.xml

CQ was reserved as a two-letter country code for the island of Sark in 2020.

Flag would be reminiscent of https://en.wikipedia.org/wiki/Flag_of_Sark
