Install Horovod in Apple M1 Pro

Environment:

1. Framework: (TensorFlow, Keras, PyTorch, MXNet): Tensorflow
2. Framework version: 2.16.1
3. Horovod version: 0.28.1
4. Python version: 3.9
5. OS and version: macOS 14.4.1
6. CMake version: 3.29.2

Bug report:
Please describe erroneous behavior you're observing and steps to reproduce it.

I have installed horovod and tensorflow as below, but when I check if it is installed, it comes out as shown below, tensorflow has not been installed with horovod.

Any help would be greatly appreciated. Thank you.
