Bug: the rendezvous is not completed event if the number of waiting nodes > mini_nodes. #903

Reason: (node_start_join_time + join_timeout) - latest_call < waiting_timeout.

Solution: The agent notifies the rendezvous manager to complete the rendezvous if the agent waits for a timeout.
