Http Header based consistentHash load balancing is not working with bookinfo 1.16.2

Hello, I deploy bookinfo with images docker.io/istio/examples-bookinfo-*:v1.16.2 using KIALI,but consistentHash load balancing not work

my DestinationRule and VirtualService generated by kiali Request Routing as flows,When I curl http://productpage:9080/productpage -H "X-User: www" the request doesnot route into the same pod always. three pods hit rate about 33%.
