Language detection throw html lang="" does not work for some languages #1908

Hi there,
for one of our customers, we found that the language detection through <html lang="code"> does not work for all cases. For a page with language code it, everything is fine, but for the language codes tw and cn, this does not work. Is there any validation for the codes?

Side note: I'm aware of #739, and our OSS instance is running 1.5.13
