[REFACTOR] On-demand node group for locker

Currently locker instance and db are spawned inside the spot-instance, this will result in issue when the pod goes down as the admin has to unlock-card-vault again to restart it. we need to create new node-group which uses on-demand instance and spawn card-vault helmcharts inside it.
