Feature flag to be enabled from BE - rather than having it as a config.

Ensure that the feature flags for both BE and FE is in BE
Reduce the number of feature flags
Build APIs to fetch feature flags on dashboard load
Build APIs to edit feature flag from BE (with admin api key)
