What happened?

I expect mpm --pip upgrade to only upgrade pip packages which are not a dependency of another package.
This way a package dependency won't be upgraded to a version which is not supported.

If one wants to upgrade all packages, the mpm --pip upgrade --all behavior is appropriate instead.
