Tenant Invoice Numbering Schemes

We will need to start supporting invoice numbering sequences that start from and increment according to tenant specific requirements. Each tenant should be able to setup their own invoicing numbering schemes.

In many countries companies must generate invoices from pre approved invoice number ranges and are audited on this to ensure compliance.

The default system behaviour should be that each tenant have its own invoice numbering sequence. This is mandatory in many countries.

@pierre this is a critical feature for us if we want to support multiple billing tenants on a single instance of the platform. Can we discuss how this should best be implemented.
